Cactus Classification

I've been wondering why the cactus is considered a block. Is it a bug because all you can do is make food and dyes. :?:

I'm a bit confused here..
A block doesnt necessarily have to have much of a use, look at plate rock, dirt, etc. Cactus at least has a bit of a use.

He means in the inv outlines, I think... It shouldn't be a block as it isn't placeable..
