Jigsaw puzzle drop

Whilst making my house I accidentally broke my treasured Jigsaw puzzle. When I picked up the pieces I noticed there were 11 pieces instead of 9! Is this a bug? Probably not worth noting, to be honest.

Try again. It should always drop 9 pieces.

I did it a few more times and it dropped 10 pieces, then the other times it dropped 9. Weird...

Can anyone confirm that? I checked and it shouldn't drop 10 pieces, but always 9 of them.

I'd just like to mention that it doesn't always drop more than 9 pieces. It drops 9 pieces a lot, and drops 10/11 pieces occasionally.
