Enable purchases offline

Here is a suggestion from my 9 year old:

I want to be able to access the shop offline, part of it is because you need to go to the shop to toggle past purchases.

The shop is accessible to toggle purchases while offline. Possibly something to do with parental controls?
1. Junk-Jack-Wiki
2. The world is big, 256 blocks high and 768 across.
