From what I have understood the developers basically invented servers. Correct me if I'm wrong

just give the IP (in-game.. , not your real IP tho..) to someone who you want to play with.

That means up to 4 players(across the world) can play with each other without having the same Internet?

What platform is this? Does it consistently stay this or was it a one-time event? Are you connected to Internet? Through a router or through data?

It's possible that your data connection basically makes it 0.0.0.0 so you can't try to host on data, since for Android you need to be on the same Wi-Fi as someone else. Once Android gets online play, I'm sure this will be resolved if it even was a global issue.
